Generally, the testimony of one possibly inebriated witness is not enough to justify a foot investigation, especially in a busy city office. A foot investigation of the area could take several hours, which would put you away from your desk when a more credible call comes in. Had you been in a rural office on a slow day, you might have been able to investigate.
